What Does the Program Offer?

The EBCx program offers financial incentives to Ontario commercial building owners for hiring qualified commissioning providers to conduct recommissioning. This process identifies energy conservation measures and implements improvements to optimize operations and maintenance.


The program also provides pay-for-performance incentives based on achieved energy savings and includes training to integrate ongoing commissioning into standard management practices for sustained energy efficiency.

Is the EBCx program suitable for my organization?​

To be eligible for the program, you must be the owner, operator, or manager of a commercial or institutional building and meet the following criteria:
  • Minimum of 12 consecutive months of energy data.
  • Annual consumption of at least 750,000 kWh, excluding industrial/manufacturig processes.
  • Meet baseline model standards as per Measurement and Verification (M&V) Guidelines.
  • No commissioning exercise in the past two years.
  • Not participating in a building accreditation system requiring EBCx as prerequisite. Connected to IESO controlled grid or distribution system.
  • Fulfill other eligibility requirements in M&V Guidelines.

In addition, your project must include one of the following measures:​

  • Occupant behavioral measures.
  • Set point and scheduling optimization.
  • Air and water balancing.
  • Other operational and maintenance changes.
  • Equipment repairs and minor replacements

Working Process

How does the program work?

The program operates through three phases, each offering incentives upon completion:

Investigation Phase

  • Hire a qualified professional to assess your facility, generate a report, and develop a commissioning plan.
  • Receive up to $0.06 per square foot, capped at $50,000 per facility or 75% of investigation costs.

Implementation Phase

  • Execute energy-efficiency measures from the commissioning plan.
  • Earn $0.03 per kWh of confirmed energy savings, up to 30% of annual electricity consumption or $50,000, whichever is lower.
  • Verification occurs after 12 months.

  • Receive one-year training from your commissioning provider to maintain and monitor systems.
  • Earn $0.03 per kWh of confirmed energy savings, up to 30% of annual electricity consumption or $50,000, whichever is lower.
